Social Justice and Special Assistance Department
A scholarship scheme that provides maintenance allowance to Vimukta Jatis (VJNT) and Special Backward Class (SBC) students studying in Sainik Schools. The scheme aims to create self-employment for unemployed youths by providing vocational training in Government ITIs and short-duration courses. Training fees of ₹400 to ₹2400 are paid to the ITI, and upon completion, a tool kit of ₹1000 is provided to enable trainees to create their own employment in the service sector.

The Government of Maharashtra launched a scheme that provides light and heavy motor driving, and conductor training to the needy Vimukta Jati, Nomadic Tribes, and Other Backward Class (VJNT, OBC & SBC) candidates. The scheme's objective is to create employment chances for Vimukta Jati/Nomadic Tribes, Other Backward Classes, and Special Backward Class youth. The training is given through private motor driving schools. Under this scheme, the selected candidates are provided training with free lodging, boarding facility, License Fees, etc.

The AICTE-LILAVATI AWARD is launched to recognize efforts being made by AICTE approved institutions to treat women with equality and fairness in all spheres of their lives. It provides opportunities to students and faculty from AICTE approved institutions to present solutions to gender discrimination issues including illiteracy, unemployment, economic and nutritional disparities, maternal mortality, and human rights. A scheme to develop private entrepreneurs for undertaking cattle and buffalo breeding through establishment of breed multiplication farms (BMF). The scheme provides 50% capital subsidy (limited to Rs. 2.00 Crore) to interested entrepreneurs for construction of cattle sheds, equipment, and procurement of elite breeding animals. Entrepreneurs will produce disease-free elite heifers using sexed semen or IVF technology and establish BMFs to serve as training centres for farmers and entrepreneurs.

The programme offers 150-hour courses with stipends, certification, and employment facilitation for eligible candidates.

The Credit Guarantee Fund Scheme for Startups (CGSS) is a central government scheme administered by DPIIT (Department for Promotion of Industry and Internal Trade) and operationalised through NCGTC (National Credit Guarantee Trustee Company). It provides credit guarantees to Member Lending Institutions (MLIs) for loans extended to DPIIT-recognised startups, enabling them to access formal credit without collateral. The guarantee cover ranges from 75% to 85% of the loan amount, with maximum guarantee per startup capped at ₹10 crore. This scheme helps startups, including MSME-stage startups, overcome the challenge of lack of collateral and credit history when seeking institutional finance.

Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) was jointly set up by the Ministry of Micro, Small and Medium Enterprises (MoMSME), Government of India and Small Industries Development Bank of India (SIDBI) in August 2000 to implement the Credit Guarantee Scheme (CGS). The scheme provides collateral-free credit guarantees to Member Lending Institutions (MLIs) — including scheduled commercial banks, RRBs, select NBFCs and Small Finance Banks — for loans extended to eligible Micro and Small Enterprises (MSEs) up to ₹10 crore per borrower (enhanced from ₹5 crore effective April 1, 2025). CGTMSE removes the bottleneck of collateral/third-party guarantee requirement, enabling first-generation entrepreneurs and existing MSEs to access formal credit.

DAY-NRLM is the flagship program of the Ministry of Rural Development for promoting poverty reduction through building strong institutions for the poor, particularly women, and enabling these institutions to access a range of financial services and livelihoods. The scheme covers 7 Crore rural poor households across 600 districts, 6000 blocks, 2.5 lakh Gram Panchayats and 6 lakh villages through self-managed Self Help Groups (SHGs) and federated institutions, supporting them for livelihoods collectives over 8-10 years.

It facilitates development of new design strategies, design-related products, and new product development as well as enhancing existing product portfolio. The scheme is divided into two major parts: Design Projects (providing financial assistance for design interventions and consultancy) and Design Awareness Programme (creating awareness about the value of design through seminars, talks, workshops).

The Digital MSME Scheme aims to make MSMEs digitally empowered by motivating them to adopt Information and Communication Technology (ICT) tools and cloud-based applications in their production and business processes. Implemented under the MSME Champions umbrella by the Office of the Development Commissioner (MSME), it offers subsidised access to cloud computing services, ERP, CRM, and other ICT applications to registered MSMEs. The scheme covers all MSMEs registered under the MSMED Act 2006 (as amended) and those included via executive orders by the Office of the DC (MSME). Service providers empanelled by DC (MSME) deliver cloud-based ICT solutions at subsidised rates, with the government reimbursing the subscription cost directly to the service provider. It is an ongoing component of the MSME Champions Scheme aimed at improving MSME competitiveness in national and international markets.

The Entrepreneurship and Skill Development Programme (ESDP) is organized regularly to nurture the talent of youth by enlightening them on various aspects of industrial/business activity required for setting up MSMEs. The programme conducts activities for youth and other people interested in setting up their own industrial/self-employment venture through various modules including Entrepreneurship Awareness Programme (EAP), Entrepreneurship-cum-Skill Development Programme (E-SDP), and Management Development Programme (MDP), both basic and advanced levels.

This programme aims to tap the expertise available in the large pool of Agriculture graduates and create gainful self-employment opportunities for unemployed agricultural graduates, agricultural diploma holders, intermediate in agriculture and biological science graduates, with PG in agri-related courses. The scheme provides full financial support for training and handholding, provision of loans, and credit-linked back-ended composite subsidy. A 45 days specialized training is provided by selected institutes across the country.

The scheme provides 50% direct capital subsidy to beneficiaries for establishing feed and fodder enterprises and 100% subsidy on fodder seed production. It supports procuring machinery like Bailers, Block making machines, TMR machines, and Forage Harvesters.

This scheme provides financial assistance to dramatic groups, theatre groups, music ensembles, children's theatre, and all genres of performing arts activities to promote the Guru-Shishya Parampara tradition. Assistance is provided monthly to Gurus/Directors and Shishyas/Artists based on their age group and category.

GOBARdhan was launched by the Ministry of Drinking Water & Sanitation in April 2018 as part of the Solid and Liquid Waste Management component under the Swachh Bharat Mission (Grameen) to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme supports villages in effectively managing their cattle waste, agricultural waste/residue, and all other organic waste. It promotes the conversion of organic waste (especially cattle dung) to wealth through the generation of manure and energy, creating livelihood opportunities and enhancing income of farmers and rural people. The scheme involves entrepreneurs, SHGs, and Youth Groups in the setting up and operation of biogas plants.

Government e-Marketplace (GeM) is the official public procurement portal of the Government of India, managed by the Ministry of Commerce and Industry. It enables MSME sellers and service providers to register and directly supply goods and services to Central and State Government ministries, departments, PSUs, and autonomous bodies. Registration is free and open to proprietorships, partnerships, private limited companies, LLPs, and cooperatives. MSMEs receive special benefits including price preference, exemption from Earnest Money Deposit (EMD), and visibility through Udyam-linked MSME filters on the portal. GeM facilitates transparent, efficient, and paperless government procurement with end-to-end digital processes.

iDEX is an operational framework that provides grants up to Rs. 1.50 Crore (up to Rs. 10 Crore in case of iDEX Prime) to Start-ups/MSMEs to fund projects in many technological areas under Defence India Start-up Challenges (DISC) and Open Challenge through the Support for Prototype and Research Kick start (SPARK Framework). The scheme fosters innovation and technology development in Defence and Aerospace sectors and provides a path to procurement for the Armed Forces.

Mission Solar Charkha is a pilot project that envisages setting up of Solar Charkha Clusters in focal villages and surrounding villages within a radius of 8-10 kilometres. Each cluster will have 200-2042 beneficiaries (spinners, weavers, stitches, and other skilled artisans). The scheme aims to generate direct employment of nearly one lakh persons across 50 approved clusters with a budget of 550 crores for 2018-19 and 2019-20.

MSME Samadhaan is an online Delayed Payment Monitoring System launched by the Ministry of MSME on October 30, 2017, under the provisions of Sections 15–24 of the MSMED Act, 2006. It enables micro and small enterprises (MSEs) with a valid Udyam Registration to file online applications against buyers who have not made payment within 45 days of acceptance of goods or services. Filed complaints are automatically forwarded to the concerned Micro and Small Enterprise Facilitation Council (MSEFC) of the respective State/UT for adjudication within 90 days. The buyer is liable to pay compound interest at three times the RBI bank rate on the overdue amount. All 37 States/UTs have constituted MSEFCs and the portal makes pending cases visible to Central Ministries, Departments, CPSEs, and State Governments for proactive action.

MUDRA Loan - Tarun Plus is a new fourth category introduced under the Pradhan Mantri MUDRA Yojana (PMMY) in Budget 2024-25, providing collateral-free loans between Rs.10 lakh and Rs.20 lakh to micro and small entrepreneurs. It is exclusively available to borrowers who have previously availed and successfully repaid loans under the Tarun category (up to Rs.10 lakh). The scheme is administered by MUDRA (Micro Units Development and Refinance Agency) through scheduled commercial banks, regional rural banks, small finance banks, and MFIs. It aims to support the expansion and growth of existing micro enterprises across manufacturing, trading, and service sectors. PM Employment Generation Programme (PMEGP) is a flagship credit-linked subsidy scheme launched in 2008 by the Ministry of MSME, implemented through KVIC (Khadi and Village Industries Commission) as the nodal agency at the national level. It supports new self-employment micro enterprises in both rural and urban areas by providing margin money subsidy of 15% to 35% of the project cost, depending on the beneficiary category and location. General category beneficiaries receive 15% subsidy in urban areas and 25% in rural areas, while special categories (SC/ST/OBC/Women/Minorities/Ex-Servicemen/PwD/NER) receive 25% in urban and 35% in rural areas. PM SVANidhi (PM Street Vendor AtmaNirbhar Nidhi) is a Central Government scheme launched in June 2020 under the Ministry of Housing and Urban Affairs to provide affordable collateral-free working capital loans to urban street vendors. The Union Cabinet restructured and extended the scheme on August 27, 2025, with the lending period extended until March 31, 2030 and a total outlay of Rs.7,332 crore. The restructured scheme offers first-tranche loans up to Rs.15,000, second-tranche loans up to Rs.25,000, and third-tranche loans up to Rs.50,000, along with a UPI-linked RuPay Credit Card for timely repayers. It also provides 7% per annum interest subsidy, digital cashback incentives, financial literacy support, and linkages to social security schemes through SVANidhi se Samriddhi, targeting 1.15 crore beneficiaries including 50 lakh new beneficiaries.

PM Vishwakarma Scheme is a Central Sector Scheme launched on 17 September 2023 to provide end-to-end support to artisans and craftspeople who work with their hands and tools across 18 traditional trades. The scheme offers recognition via a PM Vishwakarma certificate and ID card, skill training (basic 5–7 days and advanced 15 days), a toolkit incentive of ₹15,000, collateral-free enterprise development loans (₹1 lakh in Tier-1 and ₹2 lakh in Tier-2 at 5% concessional interest), digital transaction incentives, and marketing support through quality certification, branding, and GeM onboarding. TReDS (Trade Receivables Discounting System) is an RBI-regulated electronic platform that enables MSMEs to discount their trade receivables — invoices and bills of exchange — against corporate buyers, government departments, and PSUs through multiple competing financiers. It was launched by RBI in 2014 and provides MSMEs faster access to working capital at competitive interest rates, reducing the cash flow burden caused by delayed payments. As per the Ministry of MSME Gazette Notification S.O.-4845E dated November 7, 2024, all companies with annual turnover exceeding ₹250 crore and all Central Public Sector Enterprises (CPSEs) are mandated to onboard TReDS platforms. Five RBI-registered TReDS platforms currently operate in India: RXIL, M1xchange, Invoicemart, CREDLIX, and C2TREDS. MSME sellers (micro, small, and medium enterprises as defined under MSMED Act, 2006) are eligible to participate as sellers on the platform.

The Udyam Assist Platform (UAP), launched on January 11, 2023 by the Ministry of MSME and implemented by SIDBI, facilitates formalisation of Informal Micro Enterprises (IMEs) that lack GSTN or Income Tax Return filings and are therefore ineligible for regular Udyam Registration. UAP enables such enterprises to obtain a digitally generated Udyam Assist Certificate, which the Reserve Bank of India (vide circular dated May 9, 2023) has confirmed is treated at par with the Udyam Registration Certificate for Priority Sector Lending (PSL) classification by banks and NBFCs. Registered IMEs gain access to formal credit channels, government MSME scheme benefits, and recognition as micro enterprises under the MSME framework. The platform crossed 1.5 crore registrations by early 2024, making it one of the largest MSME formalisation drives in India.

Udyam Registration is the official government recognition certificate for MSMEs in India, issued free of cost through a fully online, paperless, self-declaration-based process at udyamregistration.gov.in. Upon registration, businesses receive a unique Udyam Registration Number (URN) and certificate that is permanent — no renewal required. Registration is based on self-declaration using Aadhaar and PAN — no inspector visits, no fees.

The MSME Sustainable (ZED) Certification Scheme, launched in 2016 by the Ministry of MSME, is an integrated certification system that promotes Zero Defect Zero Effect manufacturing amongst MSMEs. The scheme encourages MSMEs to adopt quality practices, energy efficiency, and environmentally sound processes. It offers certification at Bronze, Silver, and Gold levels, with subsidies of up to 80% on certification costs for micro enterprises (max ₹7 lakh). Women-led MSMEs receive free certification. The ZED certificate is valid for three years and covers productivity, quality, pollution mitigation, energy efficiency, financial status, HR, and technological depth.
