A scheme to develop private entrepreneurs for undertaking cattle and buffalo breeding through establishment of breed multiplication farms (BMF). The scheme provides 50% capital subsidy (limited to Rs. 2.00 Crore) to interested entrepreneurs for construction of cattle sheds, equipment, and procurement of elite breeding animals. Entrepreneurs will produce disease-free elite heifers using sexed semen or IVF technology and establish BMFs to serve as training centres for farmers and entrepreneurs.

A scheme by the Government of Goa for startups to receive reimbursement for seats occupied at co-working spaces, incubators, and accelerators listed by the Startup Promotion Cell (SPC). Startups are reimbursed 50% of seat cost with maximum benefits of ₹3000 per seat at co-working spaces, ₹5000 per seat at incubators, and ₹6000 per seat at accelerators, with a cap of 8 seats per startup.

A financial support scheme by the Social Welfare Department, Government of Jammu and Kashmir, designed to provide social security to marginal workers on a contributory basis. The scheme operates for 5 or 10 years, with contributions from both the state (₹300 per quarter) and beneficiary (₹200 per quarter). The accumulated amount is deposited in a bank account pledged to the District Social Welfare Officer and can be withdrawn or reinvested in a pension scheme upon completion.

It facilitates development of new design strategies, design-related products, and new product development as well as enhancing existing product portfolio. The scheme is divided into two major parts: Design Projects (providing financial assistance for design interventions and consultancy) and Design Awareness Programme (creating awareness about the value of design through seminars, talks, workshops).

The Digital MSME Scheme aims to make MSMEs digitally empowered by motivating them to adopt Information and Communication Technology (ICT) tools and cloud-based applications in their production and business processes. Implemented under the MSME Champions umbrella by the Office of the Development Commissioner (MSME), it offers subsidised access to cloud computing services, ERP, CRM, and other ICT applications to registered MSMEs. The scheme covers all MSMEs registered under the MSMED Act 2006 (as amended) and those included via executive orders by the Office of the DC (MSME). Service providers empanelled by DC (MSME) deliver cloud-based ICT solutions at subsidised rates, with the government reimbursing the subscription cost directly to the service provider. It is an ongoing component of the MSME Champions Scheme aimed at improving MSME competitiveness in national and international markets.
State Government of Punjab
The Direct Lending Scheme provides direct loans for the economic upliftment of members of the Scheduled Castes and Handicapped People in Punjab. Through the Punjab Scheduled Castes Land Development & Finance Corporation (PSCLDFC), eligible applicants can obtain loans for various economic activities. This is a 100% State Sponsored Scheme.

Under this scheme, law graduates belonging to the Scheduled Caste who intend to start independent legal practice will receive financial assistance for the purchase of business premises/shops. The scheme provides ₹12,000/- financial assistance, of which ₹7,000/- will be a 4% interest loan, and ₹5,000/- will be a subsidy.

New units commencing production on or after 2-8-2004 are eligible for 5 years from the date of commencement of production. At least 60% of employment must be provided to residents of Union Territory of Puducherry, and units must provide direct employment to at least 10 persons.

The Entrepreneur Support Scheme (ESS) is operated by the Directorate of Industries and Commerce, Government of Kerala. It aims to provide financial assistance to Micro, Small, and Medium Enterprises engaged in manufacturing activities in the State, proportional to the capital investment made. Depending upon the category of the investor, sector, and the District of investment, the unit can avail subsidy from 15% to 45% of the fixed capital investment. The scheme provides assistance in 3 stages: Start-up Support, Investment Support, and Technology Support.

This programme aims to tap the expertise available in the large pool of Agriculture graduates and create gainful self-employment opportunities for unemployed agricultural graduates, agricultural diploma holders, intermediate in agriculture and biological science graduates, with PG in agri-related courses. The scheme provides full financial support for training and handholding, provision of loans, and credit-linked back-ended composite subsidy. A 45 days specialized training is provided by selected institutes across the country.

The scheme provides 50% direct capital subsidy to beneficiaries for establishing feed and fodder enterprises and 100% subsidy on fodder seed production. It supports procuring machinery like Bailers, Block making machines, TMR machines, and Forage Harvesters.

The scheme facilitates self-employment of unemployed disabled persons by providing financial assistance for self-employment, small-scale business, and agro-based projects. Financial assistance of up to ₹1,50,000 is provided, with 80% loan from nationalized banks and 20% subsidy from the department.

Through this scheme, financial assistance is provided to eligible fishermen for setting up units in estuarine waters, and in open sea. The scheme offers 50% subsidy limited to ₹25,000 per unit (maximum 2 units) for estuarine waters with unit size 4m x 4m, and 50% subsidy limited to ₹40,000 per unit (maximum 2 units) for open sea with unit size 6m x 6m.

GOBARdhan was launched by the Ministry of Drinking Water & Sanitation in April 2018 as part of the Solid and Liquid Waste Management component under the Swachh Bharat Mission (Grameen) to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme supports villages in effectively managing their cattle waste, agricultural waste/residue, and all other organic waste. It promotes the conversion of organic waste (especially cattle dung) to wealth through the generation of manure and energy, creating livelihood opportunities and enhancing income of farmers and rural people. The scheme involves entrepreneurs, SHGs, and Youth Groups in the setting up and operation of biogas plants.

It aims to provide good nutrition to the state population, augment rural income, double farmer income, increase rural employment, and produce high-grade manure at minimal cost.

The Kerala Stressed MSMEs Revival & Rehabilitation Scheme intends to provide financial and other handholding support to MSMEs which show signs of stress and to convert their non-productive assets into productive assets. This scheme aims to revive micro, small and medium manufacturing enterprises in Kerala that suffer due to stressed assets. The maximum assistance admissible for each unit, all reliefs and assistances put together, under the scheme will be limited to ₹5 Lakh.

The scheme aims to foster Goa as a preferred investment destination for IT units and offers reimbursement of up to 50% of annual lease rentals (60% if 30% or more employees are women) for a period of 2 years. It also covers reimbursement of upfront lease premium for units availing land from GIDC or Government Agencies.

The scheme provides 100% subsidy for erection of a Tin Stall of size 4' x 5' x 6.5' costing ₹16,367/- per stall and ₹500/- incidental charges. The main objective is to uplift the lifestyle of Charmakars (Dhor, Chambhar, Holar, Mochi, etc.) who are economically weak and below the poverty line, and develop them educationally, economically, and socially.

Mission Solar Charkha is a pilot project that envisages setting up of Solar Charkha Clusters in focal villages and surrounding villages within a radius of 8-10 kilometres. PM Employment Generation Programme (PMEGP) is a flagship credit-linked subsidy scheme launched in 2008 by the Ministry of MSME, implemented through KVIC (Khadi and Village Industries Commission) as the nodal agency at the national level. It supports new self-employment micro enterprises in both rural and urban areas by providing margin money subsidy of 15% to 35% of the project cost, depending on the beneficiary category and location. General category beneficiaries receive 15% subsidy in urban areas and 25% in rural areas, while special categories (SC/ST/OBC/Women/Minorities/Ex-Servicemen/PwD/NER) receive 25% in urban and 35% in rural areas. Maximum eligible project cost is ₹50 lakh for manufacturing and ₹20 lakh for service sector units. The scheme is implemented through KVIC, State Khadi and Village Industries Boards (KVIB), and District Industries Centres (DIC) in a 30:30:40 ratio.

PM SVANidhi (PM Street Vendor AtmaNirbhar Nidhi) is a Central Government scheme launched in June 2020 under the Ministry of Housing and Urban Affairs to provide affordable collateral-free working capital loans to urban street vendors. The Union Cabinet restructured and extended the scheme on August 27, 2025, with the lending period extended until March 31, 2030 and a total outlay of Rs.7,332 crore. The restructured scheme offers first-tranche loans up to Rs.15,000, second-tranche loans up to Rs.25,000, and third-tranche loans up to Rs.50,000, along with a UPI-linked RuPay Credit Card for timely repayers. It also provides 7% per annum interest subsidy, digital cashback incentives, financial literacy support, and linkages to social security schemes through SVANidhi se Samriddhi, targeting 1.15 crore beneficiaries including 50 lakh new beneficiaries.

Religious minority community entrepreneurs will be trained in artistic and technical skills and provided a loan of ₹50,000 with a 4% rate of interest, to be paid in 36 installments. If the beneficiary repays 50% of the loan within 36 months, the remaining 50% of the loan would be considered a back-end subsidy. If the beneficiary fails to repay the loan within 36 months, 50% of the backend subsidy will be considered as a loan.

The MSME Sustainable (ZED) Certification Scheme, launched in 2016 by the Ministry of MSME, is an integrated certification system that promotes Zero Defect Zero Effect manufacturing amongst MSMEs. The scheme encourages MSMEs to adopt quality practices, energy efficiency, and environmentally sound processes. It offers certification at Bronze, Silver, and Gold levels, with subsidies of up to 80% on certification costs for micro enterprises (max ₹7 lakh). Women-led MSMEs receive free certification. The ZED certificate is valid for three years and covers productivity, quality, pollution mitigation, energy efficiency, financial status, HR, and technological depth.
