MSME Samadhaan is an online Delayed Payment Monitoring System launched by the Ministry of MSME on October 30, 2017, under the provisions of Sections 15–24 of the MSMED Act, 2006. It enables micro and small enterprises (MSEs) with a valid Udyam Registration to file online applications against buyers who have not made payment within 45 days of acceptance of goods or services. Filed complaints are automatically forwarded to the concerned Micro and Small Enterprise Facilitation Council (MSEFC) of the respective State/UT for adjudication within 90 days. The buyer is liable to pay compound interest at three times the RBI bank rate on the overdue amount. All 37 States/UTs have constituted MSEFCs and the portal makes pending cases visible to Central Ministries, Departments, CPSEs, and State Governments for proactive action.

MSME sellers can file online delayed payment complaints against buyers. The MSEFC adjudicates within 90 days and can direct buyers to pay the due amount along with compound interest at 3x RBI bank rate. Appellants (other than supplier) must deposit 75% of award before appeal is entertained.

Open the Samadhaan Portal
Visit the official MSME Samadhaan portal at samadhaan.msme.gov.in and click on the "Entrepreneurs / MSME" section to begin filing your delayed payment complaint.
Verify Identity via OTP
Enter your valid Udyam Registration Number (URN). An OTP will be sent to your Udyam-registered mobile number or email. Enter the OTP to authenticate and access the complaint filing form.
Fill the Complaint Form
Provide details of the buyer (name, address, GSTIN/PAN), supply date, invoice number, amount due, and the date goods or services were accepted. Confirm that more than 45 days have elapsed without payment.
Upload Supporting Documents
Attach scanned copies of the relevant invoice(s), delivery challan or buyer acceptance proof, any payment correspondence, and a bank statement confirming non-receipt of payment.
Submit the Application
Review all entered details and submit the application. Upon submission, the complaint is automatically forwarded to the Micro and Small Enterprise Facilitation Council (MSEFC) of the concerned State or UT for adjudication.
Track Case Status
Log back into samadhaan.msme.gov.in using your Udyam number to monitor the status of your complaint. The MSEFC is mandated to resolve the dispute within 90 days of filing.
