A scheme to develop private entrepreneurs for undertaking cattle and buffalo breeding through establishment of breed multiplication farms (BMF). The scheme provides 50% capital subsidy (limited to Rs. 2.00 Crore) to interested entrepreneurs for construction of cattle sheds, equipment, and procurement of elite breeding animals. Entrepreneurs will produce disease-free elite heifers using sexed semen or IVF technology and establish BMFs to serve as training centres for farmers and entrepreneurs.

The Credit Guarantee Fund Scheme for Startups (CGSS) is a central government scheme administered by DPIIT (Department for Promotion of Industry and Internal Trade) and operationalised through NCGTC (National Credit Guarantee Trustee Company). It provides credit guarantees to Member Lending Institutions (MLIs) for loans extended to DPIIT-recognised startups, enabling them to access formal credit without collateral. The guarantee cover ranges from 75% to 85% of the loan amount, with maximum guarantee per startup capped at ₹10 crore. This scheme helps startups, including MSME-stage startups, overcome the challenge of lack of collateral and credit history when seeking institutional finance.
MSME
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) was jointly set up by the Ministry of Micro, Small and Medium Enterprises (MoMSME), Government of India and Small Industries Development Bank of India (SIDBI) in August 2000 to implement the Credit Guarantee Scheme (CGS). The scheme provides collateral-free credit guarantees to Member Lending Institutions (MLIs) — including scheduled commercial banks, RRBs, select NBFCs and Small Finance Banks — for loans extended to eligible Micro and Small Enterprises (MSEs) up to ₹10 crore per borrower (enhanced from ₹5 crore effective April 1, 2025). CGTMSE removes the bottleneck of collateral/third-party guarantee requirement, enabling first-generation entrepreneurs and existing MSEs to access formal credit.
Ministry of Rural Development
DAY-NRLM is the flagship program of the Ministry of Rural Development for promoting poverty reduction through building strong institutions for the poor, particularly women, and enabling these institutions to access a range of financial services and livelihoods. The scheme covers 7 Crore rural poor households across 600 districts, 6000 blocks, 2.5 lakh Gram Panchayats and 6 lakh villages through self-managed Self Help Groups (SHGs) and federated institutions, supporting them for livelihoods collectives over 8-10 years.
State Government of Punjab
The Direct Lending Scheme provides direct loans for the economic upliftment of members of the Scheduled Castes and Handicapped People in Punjab. Through the Punjab Scheduled Castes Land Development & Finance Corporation (PSCLDFC), eligible applicants can obtain loans for various economic activities. This is a 100% State Sponsored Scheme.

Under this scheme, law graduates belonging to the Scheduled Caste who intend to start independent legal practice will receive financial assistance for the purchase of business premises/shops. The scheme provides ₹12,000/- financial assistance, of which ₹7,000/- will be a 4% interest loan, and ₹5,000/- will be a subsidy.

Ministry of Labour and Employment
Chhattisgarh State Government scheme started on 20 December 2016 to empower unorganized workers by providing financial assistance for purchasing e-rickshaws. Registered unorganized labor individuals receive a grant of ₹30,000 from the Chhattisgarh Unorganized Worker State Social Security Board, with beneficiaries covering ₹10,000 in expenses and the remaining amount extended as a bank loan.
Labor Department
Scheme started by Labor Department of Chhattisgarh State on 19 June 2017 to empower unorganized workers by providing financial assistance for e-thela (electric hand cart). Beneficiaries cover ₹10,000, receive ₹30,000 grant from the Board, and remaining amount as bank loan.
Ministry of Agriculture and Farmers Welfare
This programme aims to tap the expertise available in the large pool of Agriculture graduates and create gainful self-employment opportunities for unemployed agricultural graduates, agricultural diploma holders, intermediate in agriculture and biological science graduates, with PG in agri-related courses. The scheme provides full financial support for training and handholding, provision of loans, and credit-linked back-ended composite subsidy. A 45 days specialized training is provided by selected institutes across the country.

The scheme facilitates self-employment of unemployed disabled persons by providing financial assistance for self-employment, small-scale business, and agro-based projects. Financial assistance of up to ₹1,50,000 is provided, with 80% loan from nationalized banks and 20% subsidy from the department.

Jagananna Thodu provides financial assistance up to ₹10,000 at 0% (SUNNA VADDI) interest to hawkers, street vendors, and artisans engaged in traditional handicrafts such as lacework, kalamkari work, Etikoppaka toys, Kondapalli toys, leather puppets, potters, Bobbili Veena, and Brass Craft articles. The scheme aims to ameliorate financial hardship by providing working capital to chiruvyaparulu (street vendors) and traditional handicraft workers who would otherwise resort to loans at usurious interest rates.

The scheme provides 50% subsidy on a maximum loan amount of ₹50,000 (subject to a maximum subsidy limit of ₹10,000) to economically weak individuals below the poverty line, with the objective of uplifting the lifestyle and developing them educationally, economically, and socially.

The Migrants Employment Generation Programme (MEGP) is designed for Non-Resident Tamils who returned to Tamil Nadu due to the Covid-19 pandemic. The scheme aims to generate employment opportunities by converting eligible returnees into small-scale entrepreneurs through microenterprises in manufacturing, service, and business sectors. It provides collateral-free loans with government subsidy, mandatory entrepreneurship training, and marketing support.

MUDRA Loan - Tarun Plus is a new fourth category introduced under the Pradhan Mantri MUDRA Yojana (PMMY) in Budget 2024-25, providing collateral-free loans between Rs.10 lakh and Rs.20 lakh to micro and small entrepreneurs. It is exclusively available to borrowers who have previously availed and successfully repaid loans under the Tarun category (up to Rs.10 lakh). The scheme is administered by MUDRA (Micro Units Development and Refinance Agency) through scheduled commercial banks, regional rural banks, small finance banks, and MFIs. It aims to support the expansion and growth of existing micro enterprises across manufacturing, trading, and service sectors. Loans are covered under the Credit Guarantee Fund for Micro Units (CGFMU) managed by NCGTC.

A government scheme aimed at promoting entrepreneurship and providing financial assistance to the sons and daughters of farmers to establish their agro-based businesses. The scheme provides loans ranging from ₹50,000 to ₹10,00,000 with subsidies on capital cost and interest subventions to help economically weak farmers become self-reliant entrepreneurs.

It offers margin money assistance at 50% of project cost (maximum ₹15,000) with an initial moratorium of 6 months followed by 5-year loan repayment.

The scheme aims to provide required illumination for weaving on the loom and preparatory workplaces for bobbin winding, tie-dye making, etc., along with a fan for smooth working. It facilitates weaving during late evening hours, electricity failures, or low voltage situations. The scheme improves weaver health by reducing eye strain and fatigue, and allows weavers to work longer hours for higher production and better earnings.

A self-employment scheme in Uttarakhand providing collateral-free loans up to Rs. 50,000 to small entrepreneurs and micro-businessmen for establishing micro-services, businesses, and small industries. The scheme offers 70% loan (8% ROI) with 25% subsidy for operation and re-operation of enterprises across agriculture, horticulture, animal husbandry, poultry, fisheries, meat processing, and service sectors.

A component of the National Handloom Development Programme (NHDP) launched by the Ministry of Textiles, Government of India. The scheme aims to provide adequate and timely assistance from banks to the handloom sector to meet credit requirements for term loans and working capital in a flexible and cost-effective manner across the country.

The NSIC Raw Material Assistance Scheme helps Micro, Small and Medium Enterprises (MSMEs) procure both indigenous and imported raw materials through short-term credit support. Under the scheme, NSIC makes direct payment to raw material suppliers on behalf of MSMEs against the security of a Bank Guarantee, eliminating upfront capital strain on the enterprise. Single MSME units can avail credit up to ₹5 crore, while groups of manufacturing MSME units can avail up to ₹15 crore. The credit period is typically up to 180 days and is repayable within 90 days (extendable on request). The scheme enables MSMEs to focus on manufacturing quality products rather than managing supplier payment logistics.
MSME
PM Employment Generation Programme (PMEGP) is a flagship credit-linked subsidy scheme launched in 2008 by the Ministry of MSME, implemented through KVIC (Khadi and Village Industries Commission) as the nodal agency at the national level. It supports new self-employment micro enterprises in both rural and urban areas by providing margin money subsidy of 15% to 35% of the project cost, depending on the beneficiary category and location. General category beneficiaries receive 15% subsidy in urban areas and 25% in rural areas, while special categories (SC/ST/OBC/Women/Minorities/Ex-Servicemen/PwD/NER) receive 25% in urban and 35% in rural areas. Maximum eligible project cost is ₹50 lakh for manufacturing and ₹20 lakh for service sector units. The scheme is implemented through KVIC, State Khadi and Village Industries Boards (KVIB), and District Industries Centres (DIC) in a 30:30:40 ratio.

PM SVANidhi (PM Street Vendor AtmaNirbhar Nidhi) is a Central Government scheme launched in June 2020 under the Ministry of Housing and Urban Affairs to provide affordable collateral-free working capital loans to urban street vendors. The Union Cabinet restructured and extended the scheme on August 27, 2025, with the lending period extended until March 31, 2030 and a total outlay of Rs.7,332 crore. The restructured scheme offers first-tranche loans up to Rs.15,000, second-tranche loans up to Rs.25,000, and third-tranche loans up to Rs.50,000, along with a UPI-linked RuPay Credit Card for timely repayers. It also provides 7% per annum interest subsidy, digital cashback incentives, financial literacy support, and linkages to social security schemes through SVANidhi se Samriddhi, targeting 1.15 crore beneficiaries including 50 lakh new beneficiaries.

PM Vishwakarma Scheme is a Central Sector Scheme launched on 17 September 2023 to provide end-to-end support to artisans and craftspeople who work with their hands and tools across 18 traditional trades. The scheme offers recognition via a PM Vishwakarma certificate and ID card, skill training (basic 5–7 days and advanced 15 days), a toolkit incentive of ₹15,000, collateral-free enterprise development loans (₹1 lakh in Tier-1 and ₹2 lakh in Tier-2 at 5% concessional interest), digital transaction incentives, and marketing support through quality certification, branding, and GeM onboarding. The scheme runs from FY 2023-24 to FY 2027-28 with a total outlay of ₹13,000 crore.

Religious minority community entrepreneurs will be trained in artistic and technical skills and provided a loan of ₹50,000 with a 4% rate of interest, to be paid in 36 installments. If the beneficiary repays 50% of the loan within 36 months, the remaining 50% of the loan would be considered a back-end subsidy. If the beneficiary fails to repay the loan within 36 months, 50% of the backend subsidy will be considered as a loan.

SIDBI SMILE (SIDBI Make in India Loan for Enterprises) is a direct loan scheme by SIDBI (Small Industries Development Bank of India) that provides soft loans and term loans to Micro, Small and Medium Enterprises engaged in manufacturing and services. The scheme supports new as well as existing enterprises with concessional interest rates, lower collateral norms, and extended repayment periods. Loan amounts range from ₹10 lakh to ₹25 crore, making it suitable for equipment purchase, capacity expansion, and working capital needs. The scheme specifically targets the Make in India initiative by promoting domestic manufacturing and service sector growth among MSMEs.

The Skilled Youth Start-Up Scheme (SYSS) was launched on 15th August 2020 by the Government of Sikkim to reduce unemployment and create self-employment opportunities. It provides back-ended subsidy assistance (50% for BPL, 35% for others) on financially viable/bankable projects for setting up Manufacturing, Service, Business, Co-Operative, or Agriculture & Allied Activities. The scheme covers both rural and urban areas and includes Entrepreneur Development Training.

A scheme for financing SC/ST and/or Women Entrepreneurs by facilitating bank loans for setting up a greenfield project enterprise in manufacturing, services, trading sector and activities allied to agriculture. The objective is to facilitate bank loans between Rs. 10 lakh and Rs. 1 Crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower per bank branch for setting up a greenfield enterprise. In case of non-individual enterprises, at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.

The Startup Manipur program aims to promote sustainable economic growth and generate significant employment opportunities in Manipur. Under the Manipur Startup Policy 2018, the government has established several incubation centers to promote the growth of a minimum of 1,000 technology-based innovative startups throughout the state. The program empowers youth to become job creators by fostering entrepreneurship and innovation culture, providing a supportive ecosystem to nurture startups, and making Manipur a leading startup destination in the North East.

A flagship welfare scheme aimed at providing financial assistance to youth of Assam state and empowering them in income-generating activities like service, manufacturing, and processing industries. The scheme provides seed money and loan assistance to individuals and groups for setting up new ventures or growing existing ventures across manufacturing, processing, service sector, trading, rural transport, tourism, and handicrafts.

A scheme to provide financial assistance to young women for setting up gainful self-employment ventures, suited to their skills, training, aptitude and local conditions. The scheme aims to empower and encourage women for income generation in manufacturing, service, trading, or small business activities through soft finance for setting up new units or expansion of existing units.

TReDS (Trade Receivables Discounting System) is an RBI-regulated electronic platform that enables MSMEs to discount their trade receivables — invoices and bills of exchange — against corporate buyers, government departments, and PSUs through multiple competing financiers. It was launched by RBI in 2014 and provides MSMEs faster access to working capital at competitive interest rates, reducing the cash flow burden caused by delayed payments. As per the Ministry of MSME Gazette Notification S.O.-4845E dated November 7, 2024, all companies with annual turnover exceeding ₹250 crore and all Central Public Sector Enterprises (CPSEs) are mandated to onboard TReDS platforms. Five RBI-registered TReDS platforms currently operate in India: RXIL, M1xchange, Invoicemart, CREDLIX, and C2TREDS. MSME sellers (micro, small, and medium enterprises as defined under MSMED Act, 2006) are eligible to participate as sellers on the platform.

The Udyam Assist Platform (UAP), launched on January 11, 2023 by the Ministry of MSME and implemented by SIDBI, facilitates formalisation of Informal Micro Enterprises (IMEs) that lack GSTN or Income Tax Return filings and are therefore ineligible for regular Udyam Registration. UAP enables such enterprises to obtain a digitally generated Udyam Assist Certificate, which the Reserve Bank of India (vide circular dated May 9, 2023) has confirmed is treated at par with the Udyam Registration Certificate for Priority Sector Lending (PSL) classification by banks and NBFCs. Registered IMEs gain access to formal credit channels, government MSME scheme benefits, and recognition as micro enterprises under the MSME framework. The platform crossed 1.5 crore registrations by early 2024, making it one of the largest MSME formalisation drives in India.
Department of Women and Child Development
An innovative scheme sanctioned by the Government of Karnataka to assist women in gaining self-reliance and economic independence through self-employment, mainly through trade and the service sector. It provides subsidy on loans from the Karnataka State Women's Development Corporations for undertaking business activities and micro enterprises through banks and other financial institutions.
