Group of textile units forms an SPV (Special Purpose Vehicle) under Companies Act to apply for SITP

Identify Land & Prepare DPR
Secure land (own or leased) and prepare a Detailed Project Report (DPR) covering infrastructure layout and costs

Submit to Ministry of Textiles
Submit DPR to the Ministry of Textiles for technical and financial appraisal

Project Approval & Agreement
Approved projects sign a tripartite agreement between Ministry, SPV, and state government

Grant Release in Tranches
Central grant (up to 40% or Rs 40 crore) released in phased tranches as infrastructure milestones are met
